A 2013 survey by a non-profit organization named Janaagraha sought opinion from people about the quality of life in 11 Indian cities. Based on the survey, Pune emerged as one of the best cities to live in India.

There are several reasons for that. To start with, Pune has a people-friendly policy system in place. Most people that participated in the survey lauded the ease of dealing with government offices in Pune. What also tips the balance in favor of Pune is the low crime rate.
